Is Kigali culturally closer to NY city than Rugerero?

Oddly enough the answer is probably ‘ yes’... Kigali is developing in Western ways, which is bringing it closer to NY City a bit more each day, and further away from the rural lifestyle of Rugerero and the Kivu district...
When human beings have to live their everyday life without electricity, without tap water, without proper roads, and practically without any car, when 95% to 99% of the population rely entirely on subsistence farming to survive, when people live quite far from their neighbours and very far from any big city, when children go to school only half a day in classes of a minimum of 45 pupils, this creates a cultures that grows very slowly. ..
Yes I do believe that Kigali is culturally closer to NY City than to Rugerero...
This being said, there are still huge cultural differences between Kigali and NY City!
